Retired EPS officer among 2 charged by ASIRT for falsifying arrest reports

Alberta’s police watchdog, the Alberta Serious Incident Response Team (ASIRT), says a former member of the Edmonton Police Service has been charged for falsifying arrest reports and documentation related to the execution of warrants.

ASIRT says it started investigating in April 2022.

Over the course of the investigation, ASIRT found evidence that linked a civilian to the officer’s actions.

From this, the Alberta Crown Prosecution Service’s (ACPS) advised there was enough evidence to allow for a prosecution, and that two people should be charged.

ASIRT says on Jan. 31, 2024, Nadia Kelm, a traffic ticket agent in Edmonton, and now-retired EPS officer Collin Smart were both taken into custody and have since been charged in connection to 19 separate incidents where arrest reports and the execution of warrants were falsified.

“This is a serious matter, and one which was uncovered by EPS and which we reported to the Director of Law Enforcement for investigation,” says EPS Chief Dale McFee. “We thank ASIRT for its diligent investigation and will cooperate in the forthcoming court process in whatever way is required.”

EPS added that the civilian who was also charged is not, nor ever was, employed by the Edmonton Police Service.

ASIRT says both will appear in court on March 5.
