Two corrections officers, inmate die during transfer from Edmonton prison: CSC

Prison officials say two corrections officers and an inmate died during a transfer from a facility for women.

Correctional Service Canada announced the deaths Thursday in a post on social media.

Alberta RCMP said they and the Hughenden Fire Department responded to a report of a collision around 11:22 a.m. on Aug. 6, at the intersection of Highway 13 and Highway 41.

RCMP say that the collision happened between a Correctional Service Canada minivan and a Hino box truck.

All three people, a 25-year-old woman from Winnipeg, a 57-year-old man from Sherwood Park and a 24-year-old woman from North Battleford — two Correctional Officers and a female inmate — were killed at the scene. The driver of the box truck was taken to hospital with minor injuries.

Friday afternoon, Correctional Service Canada confirmed that the two correctional officers who lost their lives were Nicolae Serban and Ramandeep Kaur Maan.

“Today, our thoughts are with Nick and Ramandeep’s families, friends, and colleagues, who are facing an unimaginable loss. We honour them not only as Correctional Officers, but as valued members of our CSC family whose lives, service, and contributions have made a lasting impact on those who knew and worked alongside them,” read a statement from Correctional Service Canada.

Additionally, the inmate who was also killed was confirmed to be Kiara Mooswa.

“In moments such as these, words often fall short. Yet Canadians from across the country have reached out with heartfelt messages of support, compassion, and solidarity. On behalf of the Correctional Service of Canada, I want to express our sincere gratitude for this outpouring of kindness and for the understanding shown regarding the profound impact of this tragedy on our organization and the broader public safety community,” the statement continued.

“The Alberta RCMP offers our sympathies to everyone affected by this tragic event.  We extend our support to our fellow officers at Correctional Service Canada as they mourn their friends and colleagues and send our condolences to the loved ones of all three individuals whose lives were lost yesterday,” said Assistant Commissioner Wayne Nichols, Acting Commanding Officer of the Alberta RCMP, in a statement.

Commissioner Talal Dakalbab, Correctional Service of Canada, added, “This news will be deeply felt across our organization, particularly by those at Edmonton Institution for Women and throughout the Prairie Region. Our colleagues served Canadians with professionalism, dedication, and courage. Their commitment to public safety and to CSC’s mission leaves a lasting legacy, and we will ensure their invaluable contributions to our country are never forgotten.”

Meanwhile, Calgary Police Service posted a statement about the incident online.

“We are saddened to learn of the tragic accident that took the lives of two Correctional Service Canada officers in the line of duty. We extend our heartfelt condolences to our Correctional Service Canada colleagues and to the families, friends and loved ones mourning this devastating loss,” CPS said.

Condolences have also come in from agencies as far east as Newfoundland and Labrador, as well as from Conservative Leader Pierre Poilievre. 

His social media post says he was “saddened” to learn of the correctional officers’ deaths and that they and their colleagues are owed “a debt of gratitude” for keeping Canadians safe.

The Edmonton Institution for Women is a multi-level design facility in the city’s west end that accommodates minimum- and medium-security inmates.
