Edmonton police charge 11 tow truck owners after fraudulent billing schemes

Edmonton police have charged 11 owners of 10 local tow truck companies for fraudulent billing practices to insurance companies.
Police say that in July 2024, they launched an investigation into the tow truck companies that demanded people to use their services at the scenes of collisions. During this investigation, police discovered that these companies were fraudulently billing insurance companies for services that were not provided.
Police also learned that these companies were allegedly inflating bills, including charging upwards of $5,000 for a basic collision tow that is estimated to typically cost only a few hundred dollars.

Between March and May 2025, the EPS charged AMK Towing owner Mostafa Khalaf, 28; Avenue Towing owner Madlool Traim, 52; Discount Towing Ltd. owner Mahmoud El Annan, 42; Edmonton Towing Services Ltd. owners Parminder Swatch, 46, and Ravinder Toor, 51; Infinity Towing & Recovery Services Corp. owner Mehdi El Alouane 41; My Big Tow Inc. owner Mahmoud Mahdaoui, 42; Same Boss Towing Ltd. (formerly Super Towing Ltd.) owner Hasan Al-Adhban, 49; TBT Towing Ltd. Owner Sukhijinder Singh, 38; Unlimited Towing & Recovery Service Ltd. Owner Ahmed Ait Rais, 38 and 2652736 Alberta Inc owner Rojan Sivarajah, 35
According to police, these ten companies have fraudulently billed insurance companies an estimated combined total of over $120,000. Additionally, police do not believe that these independent businesses or their owners have any professional relationship to one another.
“Fraud through direct billing to an insurance company can be especially difficult for the policyholder to notice. It is always best to contact your insurance provider for a complete invoice of services after using a tow truck company. As always, motorists have the right to choose their tow truck provider,” said Det. Bryan Niehaus with the EPS’ Investigation Response Team.
Police say court dates for these owners have been taking place throughout May, and the investigation is ongoing.
