Convicted sex offender released in Edmonton at risk of re-offending, police warn

A convicted sexual offender with a violent past, including random unprovoked offences against strangers, will live in Edmonton after being released from custody.

The Edmonton Police Service says it has reasonable grounds to believe 22-year-old David Hay, also known under the alias Chance Morgan, could commit another violent offence.

Police say Hay has been violent in the past, resulting in physical harm to his victims.

He will be under certain court-ordered conditions while living in Edmonton.

Those include abiding by a curfew (9 p.m. to 6 a.m.); living at a home approved by his supervisor; not travelling outside Edmonton without approval; not being in the presence of children under 16; not be within 100 metres of a public park, public swimming area, daycare, public library or any area where children under 16 would gather; and not consume alcohol or drugs.

Hay will be managed by the EPS’ behavioural assessment unit.
