Should most-stolen vehicle brands be recalled by manufacturers?

With auto thefts on the rise, one mayor in the Toronto area is calling on the federal government to force auto manufacturers to recall some of the country's most-stolen vehicle brands in order to upgrade the anti-theft technology.
