Edmonton pharmacist suspended for prescribing, dispensing, and billing to unknown seniors

The Alberta College of Pharmacy (ACP) has ordered the suspension of an Edmonton pharmacist following a hearing tribunal.
In a release on Wednesday, the ACP said that Jason Shi-Howe Lee “admitted to prescribing, dispensing, and billing approximately 30 compounded medications to two seniors, despite them never having been to Lee’s pharmacy or Lee having any form of direct communication with them.”
It is also believed that Lee “provided the compounds without their prior knowledge or consent, without conducting a patient-specific assessment, without collaborating with other relevant health professionals, and without counselling the seniors on the appropriate use of the medications.”
Due to his actions, the ACP’s Hearing Tribunal found that Lee’s actions were unprofessional conduct under the Health Professions Act and misconduct under the Pharmacy and Drug Act.
The Tribunal went on to add that, although Lee took responsibility for his actions, there had been no previous history of unprofessional conduct, so it was ruled that Lee would be placed under a three-month practice suspension, with one month served from December 1-30, 2025, and two months held in abeyance for three years on the condition that Complaints Director does not direct an investigation into a new complaint involving similar conduct.
It was also ruled that Lee would be subject to a $5,000 fine, and that his Additional Prescribing Authorization (APA) be revoked, with a prohibition on the pharmacist reapplying for APA for one year.
